Maulana (a religious Muslim title that can be translated as – Our Teacher) Fazlur  Rehman Khalil was a student of the radical Binori Madrassah in Karachi, which served as one of the recruiting sources to the Taliban. In 1993 Maulana Fazlur  Rehman Khalil played a key role in coordinating between the Taliban and Pakistani regime run by Benazir Bhutto.  He established close relations with the Taliban leader Mullah Omar ever since.

Maulana Fazlur  Rehman Khalil is one of the cofounder of the Islamic militant group Harakat-ul-Ansar in the early 90’s in India, later became known as the Harkat-ul-Mujahideen, with Maulana Masood Azhar as the organization secretary.   He was the organization’s commander up to 2000.

Maulana Fazlur  Rehman Khalil became one of five signatories, alongside Rifaai Taha, Ayman Al Zawahiri and Sheikh Mir Hamza, secretary of the Jamiat-ul-Ulema-e-Pakistan, on Osama Bin Laden’s Fatwa, from 02/23/1998, titled “The World Islamic Front for Jihad against the Jews and Crusaders” and is the declaration of war by Al Qaeda against the Western Democracies led by USA.

Maulana Fazlur  Rehman Khalil was arrested in 05/2004 by the Pakistani government due to his role in transporting Pakistani militants into Afghanistan. He was released six months later under the pretense of a lack of evidence.

On 05/27/2005 an American citizen, residing in California, Hamid Hayat was arrested for participation in his training camp, for about 6 months in the years 2003-4, in Rawalpindi, Pakistan’s official capital, not far from the Army headquarters. This revived interest in capturing Maulana Fazlur  Rehman Khalil and Pakistani security services (ISI), were supposed to arrest him. Consequently, Maulana Fazlur  Rehman Khalil went supposedly into hiding.

In 03/29/2006 Maulana Fazlur  Rehman Khalil and his driver where abducted on gun point in Islamabad. They were tortured and then dumped in one of the road junctions in Islamabad. Maulana Fazlur  Rehman Khalil sustained severe injuries on his head, chest and face and he was treated in a local hospital. After receiving first aid he was shifted to a private room. Despite being, seemingly, wanted by the Pakistani authority and ISI -Maulana Fazlur  Rehman Khalil was not arrested.
