Maulana (a religious Muslim title that can be translated as Ė Our Teacher) Fazlur  Rehman Khalil was a student of the radical Binori Madrassah in Karachi, which served as one of the recruiting sources to the Taliban. In 1993 Maulana Fazlur  Rehman Khalil played a key role in coordinating between the Taliban and Pakistani regime run by Benazir Bhutto.  He established close relations with the Taliban leader Mullah Omar ever since.

 

Maulana Fazlur  Rehman Khalil is one of the cofounder of the Islamic militant group Harakat-ul-Ansar in the early 90ís in India, later became known as the Harkat-ul-Mujahideen, with Maulana Masood Azhar as the organization secretary.   He was the organizationís commander up to 2000.

 

Maulana Fazlur  Rehman Khalil became one of five signatories, alongside Rifaai Taha, Ayman Al Zawahiri and Sheikh Mir Hamza, secretary of the Jamiat-ul-Ulema-e-Pakistan, on Osama Bin Ladenís Fatwa, from 02/23/1998, titled ďThe World Islamic Front for Jihad against the Jews and CrusadersĒ and is the declaration of war by Al Qaeda against the Western Democracies led by USA.

Maulana Fazlur  Rehman Khalil was arrested in 05/2004 by the Pakistani government due to his role in transporting Pakistani militants into Afghanistan. He was released six months later under the pretense of a lack of evidence.

On 05/27/2005 an American citizen, residing in California, Hamid Hayat was arrested for participation in his training camp, for about 6 months in the years 2003-4, in Rawalpindi, Pakistanís official capital, not far from the Army headquarters. This revived interest in capturing Maulana Fazlur  Rehman Khalil and Pakistani security services (ISI), were supposed to arrest him. Consequently, Maulana Fazlur  Rehman Khalil went supposedly into hiding.

In 03/29/2006 Maulana Fazlur  Rehman Khalil and his driver where abducted on gun point in Islamabad. They were tortured and then dumped in one of the road junctions in Islamabad. Maulana Fazlur  Rehman Khalil sustained severe injuries on his head, chest and face and he was treated in a local hospital. After receiving first aid he was shifted to a private room. Despite being, seemingly, wanted by the Pakistani authority and ISI -Maulana Fazlur  Rehman Khalil was not arrested.

At least 10 people have been killed, on Wednesday 03/30/2011, in NWFP, North-West Pakista, after a suicide bomber hit the convoy of Maulana Fazlur  Rehman. At least two of those who died in the blast near Charsadda, 20km (12 miles) north-east of Peshawar, were police guarding Maulana Fazlur  Rehman, who was unharmed. Thirty others were injured (see also - Charsadda 11.10.09).
 
** The cellphone of Osama Bin Ladenís trusted courier Abu Ahmed al-KUwaiti, which was recovered in the Abbottabad Raid that killed both men in Pakistan, on 05/02/2011, contained contacts to Harakat-Ul-Mujahedeen and Maulana Fazlur  Rehman Khalil, senior American officials who have been briefed on the findings said, according to the New York Times, on Friday 06/24/2011.
